Public Housing in the City Center

This project seeks to make public housing feasible in areas where there are high land prices, which is the city center in Singapore's case. The proposal focuses on how other functions that bring in higher revenues, especially private housing, can be combined with public housing to make it financially feasible to build affordable homes in these areas.
The proposal suggests that a "module" approach can be adopted such that it can be manipulated for any physical context and financial situations. In this way, it will be easier for public housing to proliferate in the city center and prevent it from becoming an enclave that can cause social issues in the future. However, this proposal will only be possible if the current way that public housings are conceived, HDB being the only developer, is changed to allow more flexibility and possibilities.
This "module" approach is tested on the site of Hong Lim Complex which is a public housing project currently located in the city center and due for renewal in the future when it's 99-year lease runs out.
